Green Central Asia: Transboundary dialogue on climate, environment and security in Central Asia and Afghanistan

The Green Central Asia Regional Programme aims at improving access to information and risk analyses in order to enable participating countries to assess the impact of climate change more accurately and to take preventive measures. At the same time, dialogue fora and workshops are meant to increase states´ resilience and decision-makers’ ability to adequately address security hazards resulting from climate change at national and regional level. It promotes conflict prevention and trans-boundary cooperation. Support is also provided to develop the capacity of partner institutions in the field of environmental management.

The Intergovernmental Platform for Biodiversity and Ecosystem Services (IPBES) provides assessments on the global status of biodiversity and presents options for its conservation and sustainable use. The project strengthened the uptake of IPBES findings into decisions in environmental and conservation policy in the partner countries.
Enhancing the conservation of flagship migratory mammal species of Central Asia through climate-informed management and decision making
2021 - 2025
Migratory species in Central Asia are highly vulnerable to climate change. As a result of changing migration patterns, protected areas are rendered ineffective. Changes in the use of pastures (extension of grazing periods and shifting grazing areas to higher elevations) are ex-pected to lead to increased human-wildlife conflicts. In order to increase the resilience of people and wildlife in Central Asia to climate change ecosystem-based adaptation (EbA) measures and climate change-informed wildlife management will be tested in pilot sites.
Inclusive and Climate Investments finance in the Livestock sector of Uzbekistan

The project aims at promoting the sustainable and climate compliant development of the Uzbek livestock sector by supporting selected investments through credit, additional financial products and Technical Assistance to stakeholders and final beneficiaries. The instruments are a credit line to the Republic of Uzbekistan (represented by Ministry of Finance, MoF) on-lent to 4 participating financial institutions (PFI) for provision of Climate smart investment and additional support targeted at improving the access to investments and credit for smallholders with the support of national guarantees as collateral and interest subsidies from the National Fund for Entrepreneurship Support (NFES).
Promoting sustainable economic development: Support for economic reforms and sustainable economic development in regions of Uzbekistan

The project contributes to the implementation of economic policy reform in agriculture and tourism as well as in related industries such as handicrafts and silk production. It promotes inclusive growth and sustainable economic development with a focus on rural areas. At the same time, it helps to create employment and income-generating opportunities. The project focuses on the region of Karakalpakstan and on the three regions in the Fergana Valley – Namangan, Andijan and Fergana.
Climate Risk Manageent
2022 - 2026
The project aims to strengthen institutional capacity and cross-border cooperation among Central Asian countries. The programme contributes to the nationally-agreed Sustainable Development Goals on climate change adaptation (SDG 13) and peace and security (SDG 16). The project advises watershed associations, a regional disaster management centre and stakeholders from individual watershed councils to develop capacity for transboundary water-related climate risk reduction. It is planned that together with the Green Central Asia project, the module will support the Executive Committee of the International Fund for Saving the Aral Sea (EC IFAS) in relation to transboundary water management in the light of climate change. The high level policy dialogue processes organised by Green Central Asia are supported by the project through national and regional policy dialogue projects and thus a regional agenda is achieved to identify common approaches (output level).
SUFACHAIN Sustainable agroforestry value chains

The agricultural sector represents an important means of livelihood for the rural population in Central Asia. At the same time, the region's agricultural and forest landscapes are at risk of degradation, a situation made worse by population growth and economic development. The SUFACHAIN project therefore aims to analyse agroforestry systems and integrate them into local land use systems, while at the same time developing products and technologies that contribute to the sustainable use of resources and create local value.
FELICITY II - Eastern Partnership and Central Asia Program
2022 - 2026
Technical and financial aspects hinder low carbon infrastructure finance. To reduce these barriers the project focuses on two sectors in its partner countries: residential energy efficiency and water and wastewater. On the national level, countries will be supported to create favourable framework conditions for infrastructure investments. Financial intermediaries will be strengthened to on-lend and structure climate finance. On the subnational level, experts and decision makers are supported to prepare bankable low carbon investment projects. This technical assistance will be coupled with a financial contribution by an international finance institution to ensure low-carbon infrastructure projects are implemented and scaled up.

GEFF Uzbekistan - Bank Ipak Yuli Loan II
2022 -
Loan proceeds will be lent to eligible sub-borrowers implementing eligible sub-projects in line with technical and financial eligibility criteria; sub-borrowers will be eligible for investment incentives in line with eligibility criteria. The loan will be disbursed in local currency in two equal tranches of USD 3 million each. Tranche 1 will be committed at the signing of the loan agreement; Tranche 2 will not be committed and may be disbursed at the sole discretion of the EBRD. Each tranche will have a term of three years and will be disbursed in US dollar denominated sum equivalents, calculated at or around the time of the relevant disbursements.
The Green economy public policy loan program for the Republic of Uzbekistan

The Strategy for Transition to Green Economy is a policy framework aimed at achieving sustainable economic progress through the integration of green economy principles into the ongoing structural reforms. The Strategy recognizes that the ''insufficient level of energy efficiency in the economy, irrational consumption of natural resources, slow renewal of technologies, low participation of small businesses in the implementation of innovative solutions” (GoU, 2019a) hinders the attainment of the country's sustainable development goals. To remedy this, the Strategy seeks to establish a transition to a green economy based upon full compliance with the national SDGs, rational use of resources and prioritization of green instruments. AFD’s program will be based on a 5 years period (2022-2026). During this period, AFD will be financing a series of three concessional loans, the sums of which will be made available to the Uzbek Treasury depending on the progress actively achieved. A technical cooperation program (financed by EU) will simultaneously support the Uzbek institutions in their formulation of strategical framework, its translation in public finances (environmental tax, sustainable governance of public companies, green budget) and its translation in sectorial policies and programs (renewable energies, water management, biodiversity).
Private sector development and economic policy advice for green industrialisation in Uzbekistan

The project cooperates with policymakers, private companies, business associations and research institutions. Its activities include: 1) Providing economic policy advice and consolidating the human and operational capabilities of relevant public sector actors. This includes trainings and workshops and facilitating an exchange of experience with other countries. 2) Providing expertise on CO2 measurement and certification. Supporting the private sector in adapting green technologies for resource-efficient production, for example in circular economy models and green industrial parks. 3) Identifying and supporting the development of two green future oriented industries for their further development. Offering networking, training and technology to participating companies and research-educational institutions to increase their international competitiveness. 4) Increasing cooperation between European and Uzbek companies in the field of green industrialisation.
